Tang ping-keung: We are actively promoting the local legislation on Article 23 of the Basic Law

Hong Kong, Feb. 8 (XINHUA) — The Hong Kong Special Administrative Region (HKSAR) government is actively promoting the local legislation of Article 23 of the Basic Law, and expects to start the consultation work before the end of the current administration and submit the draft to the Legislative Council for deliberation by the end of this year, Tang Bingqiang, the secretary for security of the HKSAR government, said on Tuesday.Mr Tang made the above remarks in his opening speech at a video conference of the Legislative Council panel on Security on the same day.Mr Tang said that the HKSAR Government would take into account previous local studies, overseas experience, the implementation of the National Security Law in Hong Kong and court rulings, formulate effective and practical solutions based on the actual situation, actively promote the local legislative work on Article 23 of the Basic Law, and strive for time to fulfil its constitutional responsibilities under the Basic Law as soon as possible.He stressed that acts and activities endangering national security are very serious crimes, which the SAR government must prevent, deter and punish in accordance with the law.Past law enforcement efforts to safeguard national security have greatly reduced the national security risks to Hong Kong.However, there are still many criminals who are determined to endanger national security, and the SAR government will prosecute them to the end in accordance with the law.Mr Tang also said that in the face of the threat of homegrown terrorism, the HKSAR Government would continue to be highly vigilant against “lone Wolf” terrorist attacks and terrorist activities advocated, infiltrated and inspired by “Hong Kong independence” elements through soft confrontations.The Inter-departmental Task Force will strengthen its response capacity to enforce the law decisively. It will also step up counter-terrorism education and publicity to ensure national and Hong Kong security.He added that there was a need for the HKSAR Government to strengthen cyber security and ensure a secure business environment. The Government would prepare for legislation to impose cyber security responsibilities on operators of critical information infrastructure with the aim of launching a public consultation within this year.The Hksar Government will also foster positive thinking and law-abiding awareness among young people.
